Our Story
Who We Are
Welcome to Track Surveillance & Investigative Services (TSIS). We are Randall Trent and Daniel Black, both retired Captains that were employed by the Lynchburg Police Department (LPD). Collectively we have over 53 years of experience as police officers in the City. In early 2020 we (Randy and Dan), began discussing and "investigating" opening a full service private investigation firm in Lynchburg, Virginia. In late 2021 we began to form TSIS and took the steps to become licensed individually and as a business. We are licensed in the State of Virginia and Insured as required by the Department of Criminal Justice Services.
Our goal is to build a solid reputation based on integrity, experience and quality work products. We are a small firm that is relatively new, however, we bring a depth of experience rarely seen in the private investigation field. We are dedicated to earning confidence in our work and trust from our clients. As police officers, we worked together in various assignments over the years (refer to our profiles). The Track Team is comprised of two retired Captains from the City of Lynchburg Police Department. The partners spent an extensive amount of time investigating cases, evaluating evidence, interviewing suspects and witnesses. See their qualifications below:
Randall Trent
Co-Owner
Randy is a 1996 graduate of the Central Virginia Criminal Justice Academy. He retired at the rank of Captain from the Lynchburg Police Department (LPD) in 2017 after a 26 year career. During his time at the LPD Randy served in a number of roles to include patrol officer, traffic officer, hostage negotiator and criminal detective. Specifically, as a detective, Randy worked on cases to include homicides, robberies, fraud, child sex crimes and more. Randy also spent time as a supervisor in the Personnel Unit and was tasked with the hiring of new police officers. At the time of his retirement Randy was overseeing several units such as Finance, Property and Evidence and Internal Affairs.
After retiring from the LPD Randy was hired by the Lynchburg Commonwealth Attorney's Office in March 2017 as a Domestic Violence Detective working under a grant from the United States Department of Justice Office on Violence Against Women. His focus was improving criminal justice responses to sexual assault, domestic violence, dating violence, and stalking cases. This was accomplished through comprehensive investigations, evidence collection, obtaining emergency protective orders, arrest warrants and courtroom testimony.
Randy earned his Bachelor's Degree in Organizational Management from Bluefield College. He is also a graduate of the Southern Police Institute's Administrative Officers Course held at the University of Louisville.

Daniel Black
Co-Owner
Dan is a 1995 graduate of the Central Virginia Criminal Justice Academy. He retired at the rank of Captain from the Lynchburg Police Department (LPD) in 2022 after a 27 year career. During his time at the LPD Dan served as a patrol officer, traffic officer, street crimes officer, tactical officer, vice/narcotics detective and criminal investigations detective. As a detective, Dan worked in a wide range of cases to include homicides, robberies, sex crimes, fraud, solicitation, narcotics investigations and more. Dan was promoted to Lieutenant at LPD in 2011 and served as a shift supervisor on a patrol platoon. He later served as the Lieutenant of the Crime Scene Unit and later the Vice/Narcotics Unit. In 2019 Dan was promoted to the rank of Captain and was responsible for the activities of a Patrol Bureau. When Dan retired in 2022 he was assigned as the Administrative Bureau Captain.
Dan is a graduate of the Fluvanna County High School and earned his Bachelor of Science Degree in Criminal Justice from Radford University in 1994. In 2014 Dan graduated from the National Criminal Justice Command College, which is a long term leadership course hosted by UVA and the Virginia State Police. He also completed the Virginia Association of the Chief's of Police Professional Executive Leadership School. During his career at the LPD Daniel attended numerous training courses many of which centered on criminal investigations and undercover drug operations.
